Leading icon for a toolbar filter control. Expects `name` — one of
status / channel / tag / clock. Renders nothing for an unknown or empty name,
so a filter without an icon simply has none.

Kept as a partial (rather than inline in ui_select.html) because the same
glyphs previously lived beside the raw <select> elements in
publish_calendar_shell.html and publish_list_shell.html; having one copy means
the toolbar can't drift into showing an icon on some filters and not others.
